People who are sole contractors or run their own businesses. They generally don't pay tax upfront.

That, and people with loads of tuition debt.

I usually manage to just about break even, owing federal but getting some back from state.

Being an independent contractor can suck at tax time. I barely do any of that anymore, so I'm hoping I'll actually get a bit back this next year. And the following year I'll have my daughter so I better get a big tax credit! >:(

that's ****ed up. should get an exemption if choosing to eat is more important than paying a tax because that is what amounts in a year.
