'Cause why would they offer it free if they know people will pay? CBS is 'America's most watched network' but their audience isn't the most... internet proficient... but if they hold Star Trek for ransom they can get the internet audience too.

Because people actually want to watch Star Trek, and are willing to pay to see it.

No sane human wants to watch The Orville, so Fox must desperately throw it out there for free in the hopes of tricking foolish or desperate people into accidentally watching it.
