Rebates get people to purchase things, but many people forget to ever use their rebate.

It also gives information about customers to a company.

Because some people don't get the satisfaction of thinking they saved money when they see a marked down price and it's easier to get to them by giving them something tangible. Plus there's the added bonus that they forget.

Because:
A) They get extra data from your form entries for marketing,
B) They can deny rebates for any small error netting them the full profit, and
C) People forget to send it in, netting them the full profit.
