He decided when Harry was just a baby that Harry was going to be his ultimate adversary and so he's bent on having the most chuuni confrontation of all time with him.

Anytime I see somebody asking "why didn't..." in regards to the events of a work of fiction I must remind people that whatever happened happened because it was a story created by a human, which is an inherently flawed being which cannot cover all forms and angles of logic that could be found lacking by the various people experiencing the work in question.

Don't lose any sleep. Its a story and things happened the way the author wanted them to.
You can call the author dumb or not, but to call fictitious characters dumb and judging them individually makes no sense.

Portkeys are highly restricted in Hogwarts. Mailing in one would instantly trigger the alarms. The Triwizard prize was going to be one anyways (fly the winner to the podium), so the sneakiest plan was to simply change its destination.
