If you are different enough (skin tone or accent), yes. A midwestern American isn't going to do any better in Canada than he does in Denver but leave North America and it's much easier.

I thought the Japanese were very open when it comes to sex. I've heard they have statues in parks of just plain genitalia. Maybe I was misinformed though.

Only if you're a girl I'd imagine but it's not difficult for gals to get laid whatever the case.
I hear the USA folk love the British accent so perhaps I'd have a better chance getting laid over there but probably not. Besides I'm a Yorkshire man thus I don't have the cockney/posh London accent seen in most American films/TV shows that feature the British.

To western eyes, there are aspects of Japan that can come across as extremely sexually liberated. The problem is assuming that extends in all directions, in all contexts. It's not that simple. They might be more open about building a public shrine to breasts in one context, and less open about any part of your body touching any part of theirs in other contexts.
