Josef Stalin Adolf Hitler Emperor Hirohito Nero Vlad the Impaler Kim Jong-il "Papa Doc" Duvalier Mao Zedong Pol Pot Other / None View Results They all killed lots of people unnecessarily, for various reasons and to varying degrees. Who do you consider the worst and why? Mao and Hirohito probably have the highest death tolls racked up, directly or indirectly. Then Stalin. Then you get guys like Nero who make them seem completely sound of mind by comparison. This is a toughie. Others like Saddam Hussein, Ceausescu, Leopold II, and so on are all pretty worthy too. But Hitler was one of the only guys trying to actively exterminate enormous portions of the world population for ridiculous pseudoscientific reasons. Japan was doing the same I think but I don't believe Hirohito himself was behind that. Maybe I'm wrong.
