Those persons up the floor above us that have been making noise.

One of the person's is mentally challenged, and the two roomates have been trying to calm him down but they have no professional training. Damn..if he's this bad maybe he shouldn't be here and maybe this is why it's been such a touchy subject. Those guys should have never been in that situation.
