It's an alternate storyline to Sun/Moon. Not a sequel like Black/White 2, but the changes seem more drastic than what we got with Crystal/Emerald/Platinum.

I don't think it's a city for the Ultra Beasts, but for people who live in Ultra Space. The Ultra Beasts themselves all hail from various different lands.

It seems like Ultra Space is like the space between worlds in Kingdom Hearts. You travel through it and end up in some other world. And judging by the various locales shown for the UBs in that trailer, there are numerous worlds connected via Ultra Space. So that city could be like the equivalent to Traverse Town or Hallow Bastion.

I wouldn't think they'd be related considering the Distortion world was a world of Giratina's making I thought? And giratina isn't an ultra beast (that we know of)

None of this was explained in Sun.

Ultra Space is just... some space in between wormholes. In Sun you went through one wormhole (in a cutscene) and came out in Nihilego's world. In this game every UB has their own world, plus there's another world where humans have built a city, all of which you can visit. You can also fly through Ultra Space and go through different wormholes yourself, like Soaring in ORAS.

The closest thing I can find to a definite answer is that in the games, cyrus and cynthia theorize that it was created by Giratina as a balance to the real world. Also:

"In interviews Junichi Masuda and Takeshi Kawachimaru did for G4, it was revealed that Giratina and the Distortion World are personifications of antimatter. The Distortion World's antimatter affects the real world's matter and vice versa, though they mentioned that antimatter is more fragile than matter."

So perhaps Giratina was borne of the Distortion world, not the other way around? Either way, the fact that Giratina isn't an ultra beast seems to limit possible connections with UB space. Unless they're going to flat-out retcon it.

Why not?
By making new UB, which are Pokemon in every way, they removed the limit of what they are willing to do in a "third version"
We can have new legendaries, new mythical, new regular and hell we could even had new starters had they not been revealed already
New Pokemon that can evolve and be found in the wild are still possible
