They're not letting UN inspectors into the country, so up until recently no country could act without declaring war and invading because there was no hard evidence. Now that the stories are piling up they may be able to force a response, but unfortunately it seems like Myanmar knows how to play their cards just right to delay intervention as long as possible.

It doesn't help that the root of the issue is effectively that the two sides fought on opposite sides during WW2 and then after someone (the UK I think?) decided that instead of splitting the country they'd have to live together. You're looking at the equivalent of 50 years of asking the nazis to live next to communists in peace and things exploding.

Also, every time the west gets involved, the rest of the world says "leave us alone", so this may be the unfortunate byproduct of most of the world telling the west they're sick of interventions. After 15+ years of "we kill you because you invade our countries" I guess the end result is "deal with it yourself, then"

Myanmar has openly considered them occupying non-citizens since as far back as WW2. It's been 75 years of that:

After the Allies won, the Rohingya hoped to win independence or join East Pakistan (todays Bangladesh), which was also majority Muslim and ethnically similar to the Rohingya. But the British, eager to appease Myanmars Buddhist majority, decreed that the Rohingya areas would become part of newly independent Myanmar (then called Burma), setting the Rohingya up for decades of discrimination.

Also as the TC's article says:

The two main ethnic groups in her village, the Buddhist Rakhines and the Muslim Rohingya, were like two planes drawn to never touch. They followed different religions, spoke different languages, ate different foods and have always distrusted each other.

It was always going to come to this, because after 75 years the Rohingya had still not integrated. Let's not forget this all started because Rohingya militants were actively attacking the military in a bid to create their own autonomous region.

Again, as others have said, this is an atrocity, but to pretend like this came out of nowhere is to not know the history either.

It's debated. How long does one have to live in a region to be considered indigenous? The Rohingyas inhabit a historic region known as the ancient Arakan.
