The car is completely off its coming from engine bay... The cooling systems can still run, based on feedback from the coolant temperature sensor (and oil temperature sensor if that car has one), which could include a fan or water pump (if electric, the water pump will not work if belt based obviously because the engine isn't spinning it.) I really cant make the sound happen it randomly does it. Plenty of power . If i didn't hear that sound i wouldn't notice anything wrong.
