John Cena's been playing the exact same character since 2005.

So I don't get the low ratings for Kurt.

Definitely better than Kevin Owens.

Angle has a lot going for him as a character unlike a lot of wrestling characters you could potentially list.

He has this goofy nerd side that usually shines through when he's cutting promos, which is done up to the point that you could call being uncool a legit character flaw of his

But when the time is needed to get serious, he can focus entirely on The First I, Intensity, and immediately become a no nonsense dangerous and credible threat.

I'd say he's somewhat damaged by some inconsistency in his writing. In the early parts of his career, like his first year or so, he was basically too ridiculous sometimes, and in the later parts of his career in WWECW and TNA, when he was basically The First I all the time.

Angle 7/10 he was never super charismatic but managed to be at least passable all the time. Plus he was phenomenal in the ring.
