PS2 rebalances the difficulty as the gba one can be ludicrously easy, but takes a bit more to get used to. GBA one is much more pick up and play, while PS2 you have to actually invest time into to really perfect it. PS2 one also has many nice modern additions.

So it really depends how you wanna play it. Looking on an overall picture I'd say PS2 version is superior but GBA one is more accessible.

GBA better writing, PS2/3/4 better virtually everything else. has VA speaking, rewrites some Dialogue (and just adds others) to make more sense with later released games.

GBA is really REALLY easy except the Riku fights. Which get progressively more hell like.

Re:CoM however has difficult Hallway fights as early as floor 5....and makes the final fights for Sora and Riku some of (including overall #1) the most difficult fights in the game. It also makes it so Castle Oblivion itself is hell. NeoShadows have 0s and 8s all over their main deck as an example.

Re CoM is the canon version, so if you are playing it to get ready for KH III, that's the one.

The one that is on KH I.5 + II.5 HD Remix on PS4 of course.
