It says the planets resemble what it has heard about earths Detroit only 100 fold. It says it comprehends the idea of ownership, tribute, law and trade. And is willing to fullfil a role in society in exchange for refuge. However if things workout it will want to bring the rest of its large family along. Do you think your country should let it in?
