Probably best to just block the number. You might be dealing with someone who belongs in Arkham. I make it plainly clear who I am and that I won't answer a call that either I am not expecting or is from a number I don't recognize. Every phone number that contacts me but doesn't leave a voice mail immediately gets put into a "blacklist" contact that I set to not show or ring for. You should do that.
