I know the real reason was they were probably too lazy to put a new NPC in for Luigi mode, but did they ever explain it in-game or was the dialogue all tongue in cheek? >_>

Yeah Toad would be the perfect choice, but then his presence might have conflicted with Captain Toad and the Toad Brigade.

And Daisy will forever be stuck in the same rut that Waluigi is in.
