Not saying that GTA in general has bad DLC, but it could've easily ended up like many other bad single player DLCs. Burial At Sea, Fallout 4's season pass, Left Behind, etc...

They certainly would've felt rushed to work on it compared to multiplayer.

I've honestly had more fun in the Online than I did through all three playthroughs of the story.

Then again, I'm biased, since I found methods to get solo public lobbies. And a recently patched glitch that netted me millions.
