Smash has always had locked characters, though aside from Mewtwo in Melee (which could be manipulated with more controllers), none of them require too much effort to unlock.

Street Fighter III did something like this with Chun-Li. She wasn't in the original release, and was included in one of the later ones (I forget which one).

1. He's not the main character of this game.
2. He's only locked in multiplayer. There are many ways to play as him in singleplayer.
3. You don't need to spend $80 for the game, only $60.
4. The game franchise has consistently been about 'the little guy.' You spend the vast majority of the time as some faceless grunt shooting other faceless grunts.

No cap as far as I know but there is karma decay, so upvotes/downvotes become less important over time. Part of their algorithm to help push new content to the top.
