They don't, it's a Japanese cultural thing. In Buddhism, a third eye on the forehead would indicate enlightenment. So Tien's third eye is like an evil character having horns; to them, it doesn't need an explanation, the connotations were more than enough.

Thing is, the race is only ever mentioned in the Daizenshuu, which tends to contradict certain things and is likely just Toriyama BSing an explanation on the spot, so that should be taken with a pinch of salt.
