A hard "you can't do anything resembling work without punching in first" would keep Walmart in line, maybe. Hell if I know how it would be implemented or enforced. The issue is not employees just being so excited to start working that they do so without marking their start time, as employers telling employees they need to stay late and clean up, but listing their official 'clock out' time as multiple hours earlier on pay stubs. It is very easy for an employee to prove they stayed late. We all wear/carry devices that track our location and can take video. Supply an employee with a pay stub and cheat them on it, they will take video of them being made to work late when their listed out-time on the pay stub is earlier. Then go to jail, do not pass go, do not collect $200. I think something we often forget is that harsh criminal punishment is highly ineffective as a deterrent for poor offenders, but very effective as a deterrent for rich offenders, who have more to lose. --- And when the hourglass has run out, eternity asks you about only one thing: whether you have lived in despair or not. ...
