I see double if it's like blue neon around gas station signs and if there's blue lit "neon" signs they're basically unreadable. I just noticed on my e cig the green led had a halo effect. Wtf is this, anybody have similar experiences?

No, no glasses contacts none of them.
My vision otherwise has always been 20/20 or 20/10 according to the tests. I have no problem other than those colors/ instances

You might not need vision from your insurance. It's a common misconception about needing vision benefits from your insurance to have your eyes looked at, but that usually only covers your 1 annual eye exam per year, checks for glasses/contacts, etc. Doesn't actually cover any health issues with the eye.

If it's a medical issue with your eye, your regular health insurance (ie BCBS, UHC, etc) might cover it. I would call an ophthalmologists office and ask them if they take your insurance and what your cost would be for a visit.
