It generally means the topic itself wasn't violating the ToS in any way but was getting really derailed or out of hand. If it was actually against the rules it would be deleted and would show up the same as a modded post as a nkl/3kl/warning/etc. The last topic wasn't actually breaking the ToS in any way, it just got locked because it immediately turned into shitposting from the fam and them arguing with everyone else for 200+ posts within hours and Error said he was already considering locking it, then asked Goatthief if he was okay with it, and then Goatthief asked for it.
