So I see it a lot. Every time a movie comes out marvel or DC, people complain about the villain.
The biggest offenders are: Iron Man 2 / 3 Avengers 2 Thor 2 Batman v Superman Suicide Squad Justice League Captain America: Civil War With the biggest complaint often being that villains have no clearly defined motivation / too one dimensional. With that said, how do you feel studios should make "better villains"? To pick on DC for a moment, do you think there should be a New Gods movie that effectively just introduces Darkseid / Anti-Life and the war between Apokolips and New Genesis so that when Darkseid eventually shows up people understand his motivation and what he's trying to do? --- ... You make a good villain by making him an actual threat and not a joke (Ultron) or stupid and weak (Malekith/Steppenwolf) or some random spiritual entity that can't squash 5 average humans (Suicide Squad).
Civil War's main villain was Stark. Not Zemo. and I don't even consider Doomsday a villain...he's just a mindless lackey. --- It's what's best for business. ... Copied to Clipboard!

Zemo's motivations were a total mystery until just before the very end of the movie. I don't even remember exactly why anyway. In any movie (or really any other medium) where heroes fight heroes, the villain is largely irrelevant and only there to provide thin justification for the heroes fighting each-other. ...
