Is there a way to just have the saves so if I reinstall my Steam games later I can pick up where I left off?

Doubt it'll even get rid of your saves if you just uninstall/delete it from your library.*

probably. In windows, most* steam games will create their save files in the "My games" folder. Copy those into an alternate location.

most games save your data in a location external to the game data, like your "My Documents" folder or something. do a little research and you can figure out where the save data is and manually back it up if necessary.

Does creating a "backup" of the games through Steam keep the save if I uninstall?

You'll have to find out where the game stores saves. Some games store saves outside of the Steam folder so they are kept if the game is uninstalled. It's not uncommon for game saves to be in the "My Games" folder.
If they are kept in the actual Steam folder for the game I'd recommend backing them up before uninstalling, or enabling Cloud saving. --- The Legend is True! ... Copied to Clipboard!
