I know he's a kid and all but he was a threat to global security. Just shoot him. If you're afraid of him cornfielding you set up a sniper and have him shoot the kid when he steps outside.

Won't he just be able to read their thoughts and do something before they have a chance to act?

Yeah, they could have clobbered him as long as he was distracted. That moment presents itself in the episode. The problem is that he could read everyone's mind and react accordingly. From the looks of it, resources were pretty scarce and maybe he got rid of all the guns prior to cutting the town off from the rest of the world.
