Some renters from about five years ago just violated theirs and I'm getting kind of fed up. I thought this would end things.

Take them to civil court or get a peace order.

I may get a peace order, but I don't want to admit to any wrongdoing, which I didn't do. Here's the interesting part: they gave me back the deposit. That says that everything was as it should be. They clearly just want to be a nuisance, but I thought it was a crime to violate a cease and desist order.

Was it issued by a judge? If so then it would be contempt. if not then your remedy is civil in nature.

If you wouldn't mind sharing a few more details to explain the situation, that might help. But if you sent a cease and desist that's not a crime on their part to ignore it. A cease and desist is a warning saying essentially "if you don't knock it off I'm gonna sue you"

If an order was issued by a court and they violated it, it's contempt of court on their part and you should have remedies available to you.

I'll have to check with my brother. It's probably gonna be a civil thing. They can't do anything and only ever call from blocked caller ID, so I just reject the calls.

If they're harassing you take em to court and ask for a restraining order.
