Or surcharging in general for any card payment.

Literally charging the consumer to pay.

Dick move by the merchant?

I know the merchant has to pay overseas to accept card payments, but should that cost be passed on to the consumer?

No, any process of payment should not require a fee. That's conceptually ridiculous if you think about it.

usually, when the merchant makes the agreement to accept Visa/Mastercard/Amex, etc, they have to pay a fee to those companies just so they can use them. usually its about 1.5% but it can but as high as 2-3%. this is also the reason why visa is accepted many places (low fee) and american express can be hard to use (higher fee)

usually, merchants will just increase the cost of all their products to make up for this. some places, like gas stations, will just put both prices cuz its not hard to separate those in their books. or they'll explicitly state the fee and ask you pay it, like in this case.

so usually the fee goes to paying off that fee.

however, i have heard that in the merchant agreement, they can't actually charge a fee? im not sure. maybe its some other fee, or everyone's found a loophole
