This is based on its diminutive pheasant like appearance and its rather danky breath - which would "petrify" a person.... ... ... or rather is foul enough to give a person immediate pause, which might be exaggerated into petrification

The hoatzin wasn't discovered/described by Europeans until 1776. The original cockatrice was first described by a European in 1180.

creatures like that represent general chaos. they instill fear, which, yes, is 'exaggerated into petrification'. the hero is the one who faces the fear and brings about order from chaos.
