I'm no prophet but this is how I see it playing out:

FCC votes 3 - 2 in favor of removing Net Neutrality
Multiple lawsuits are filed ranging from tech companies to the ACLU
Courts end up siding with Net Neutrality as the burden is on Pai and ISPs to prove that they need to remove Neutrality
Dems retake congress and the White House in 2020 and the ball is in their court to step up, or prove that they too are in the pocket of Comcast, Verizon, etc.
