actually I'd say the level scaling mid-johto is worse than the post-E4 jump.

You're literally fighting gym leaders with level 30s and the trainers around the area are like level 24 at max and like level 21 or lower on average. It's p bad

It's not; just Gold and Silver are.

Datamining has revealed that all the parameters are in place for a release of Crystal, it's just not there. I don't think it ever will be, but that's beside the point. I'm sure Nintendo saw how many people (like myself) just opted to get Yellow when Gen I hit the VC, and opted to exclude the third version this time around in hopes of getting people to double dip. \_()_/

Or maybe they're trying to get that Japan exclusive phone capability thing Crystal had, working. probably not.

Im aware of the gen 5 jump. At least for that one youve got wild Audinos to gain quick levels on. I suppose gen 2 has got rematches with the E4, though.

Ill give you the point for mid-Johto, though. The E4 is an option for Kanto. There basically arent any options while youre still in Johto.
