Any local mom and pop video game store should be able to do it. The type of store that holds video game tournaments, comic books, things like that.

You can't fix disc scratches. You can fill them in to make them disappear but all that missing information is still missing. It doesn't magically rewrite whatever code was missing.

The toothpaste method works well enough. My TTYD disc was skipping constantly and failing to work, so since it wasn't working anyways, I said lets try the toothpaste method, and now the disc is working to this day.

Just depends on how deep the scratches are. Most don't go deep enough to affect the data and just make it hard to read, so filling in/smoothing out does the trick.

It's not super deep, just light circle scratches surrounding the disc

I know there are machines that can "resurface" discs, but (1) I don't know if they work with GameCube-size discs and (2) I don't know what stores have them. (I know there's at least one video game store chain that has them, but I think it's a local thing where I live.)

Most will work, just don't use gel toothpastes and if the scratches are deep, abrasive toothpastes may be more useful. Use canned air or a microfiber cloth to make sure there is no dust on the disc first. Then gently rub the toothpaste onto the disc with a towel and then wash off and dry it.
