Being a theist doesn't mean believing in a higher power. Only believing in a god. God is obviously a theist because he believes in a god, namely himself.

I think God is restrained by logic yeah, because he is logical in his essence. The standard definition of "justified true belief" might be wrong but let's not pretend it's not a traditional philosophical definition.
