We have a watershed of 9PM over here in the UK meaning anything that's graphic including swearing shouldn't be aired before that watershed. Although some mainstream shows like soaps do tend to try and bend that rule due to the storylines they cover.

Nah cable channels can do whatever they want the reason why they don't is to appease companies that will put commercials on there. The FCC only monitors the network channels, they don't have any control over channels like MTV or Comedy Central. I, for one, agree with not allowing curse words on television since there are more effective and classier ways of cursing people out without being blatantly crude and offensive.
