It's there at 30fps, it's there at 60fps, and it would be there at 1fps (although you wouldn't see most of it, obviously). It doesn't move more or move faster just because of the higher frames per second. The movement is smoother. Nothing more. An animation that lasts exactly 1 second at 30fps will still last exactly 1 second at 60fps.
