Of all the naming schemes for upstate NY, I don't think I've ever heard anyone refer to any region of NY as "NW". "North Central" might be a better term for the area you're referring to.

it's called western new york not northwest ny, just fyi

it's a dump. very old industrial. very dirty in the cities. it snows A TON and the weather sucks most of the year.

lots of small, dying hamlets and towns with nothing to do in them except one movie theater and bowling alley if you're lucky.

I was stationed at Ft Drum near Watertown. It was okay, but winters were brutal. A lot of snow and subzero temps.

syracuse is a dump too

lots of places in NYS proper are absolute dumps. they are all really old factory towns where the jobs left but the run down factories are still there abandoned.

it also snows A TON to the point where sometimes you are snowed in your home for days at a time or everything is shut down even if you leave.

there's also very little public transportation in most of these towns and even larger cities so you are very dependent on a car.

well they are close to each other. rochester is pretty close to niagara falls, ny. buffalo is even closer.

watertown is pretty close to the border too.

the US side of the falls sucks too

syracuse is a dump. buffalo is doing better but still on the downturn, rochester is doing alright. watertown is tiny, not really worth mentioning aside from weather being even more extreme. fort drum is the only thing there, it's about 1/10th the size of buffalo/rochester.

driving in the snow isn't too difficult once you get used to it. but there are still lots of idiots that drive like they moved here yesterday

the rochester metro area has 1.2 million people in it which includes all the people that live in suburbs around it. there's a lot of money south of the city too, which I'm sure you're aware of if you live in brighton. fairport and victor are rich as hell too
