I think it's closer to "how can I accomplish what I need to get done without violating the Prime Directive" which is a hell of a lot more nuanced than the "fuck the prime directive" sentiments the other captains seem to have.

Which accomplished absolutely nothing. Hell later on Q insults them for being so slow about figuring out the problem and says Picard would have figured it out already. An omnipotent being admits Picard is better.

If we're being pedantic about this, Picard rarely ever figured anything out for himself. Geordie and Data were the brains of the operation. (sometimes Wesley or O'Brien had their moments too)

Plus, it's as if Q had a crush on Picard throughout the whole of TNG...

Sisko had to be a hardass given the hand he was dealt. He also wasn't exactly working with Starfleet's top 1% of the class. Half of his operating staff wasn't even Starfleet. He had a scheming Ferengi running the only bar on station, and a high ranking Romulan Spy ex-pat on board, and that's not counting everything else going on around the wormhole. Like I said, Sisko was right where he needed to be.

While we're at it, people seem to think that DS9 stank before Worf (or possibly the Defiant, in S3) came along but count me as one who actually really liked the early seasons. S2 in particular was pretty strong overall.
