It's not even DLC, it's a full expansion. It's insanely good. Add so fucking much. Bond system, fatigue system, raids now have armed resistance fighters to help you defend civilians, you can make propaganda posters of your soldiers and their exploits, which are later found hung around the city, you can now earn AP to buy random 'extra abilities' for your soldiers (for example, a sniper may gain the rupture ability or giving your ranger the ability to shred armor), you get three new factions; Reapers (stealth bases snipers), Skirmishers (Heavy frontline units with grappling hooks and clawblades) and Templars (super-psionics), new mission types (including assassinations, rescues, stealing supply pickups before they are airlifted), a new faction called The Lost who are first wave citizens turned to mindless zombies who come in hordes and attack anyone on the field including aliens, new enemy types like the Purifier (flamethrower troop), Priest (psionic unit), and Spectres (nanoclouds that can clone your troops and dissassemble themselves at will), your soldiers can create bonds, making them fight better together and go berserk if their partner is killed (my particular favorite are my Red Squad's Sharpshooter and Specialist; Slim & Shady), you can do covert operations where you send one-three man units to complete a mission for one of the factions and get boosts such as stat boosts, resouces, or equipment, as well as three 'Chosen' adversaries who control regions and can randomly drop into fight you until you track them down and assualt their base (they also have some randomly generated abilities like healing from missed shots or being immune to explosives) and will try to 'train' and grow based on how you fight them), plus a bunch of other QoL improvements that just make sense a number of options (like extending the game's length or randomizing unit's starting stats) and things like more urban maps with three story buildings and stuff like that. Plus, it integrates all the other DLCs.

XCOM 2 is a great sequel to a great game. It's everything the first one was but better. Some people weren't too keen on the direction the game took, but that has seemed to mellow since launch. If you liked the first one or are at all interested in tactical games, it is one of the absolute best. The DLC and Expansion are incredibly worthwhile as well.

My biggest problem is I have a hard time finding a place for them. I generally run 3 squads (Alpha/Red, Beta/Blue, Charlie/Green) and eventually expand them to include their own SPARK/mechanical unit and their own Psionic. I sometimes specialize them. Red is my heavy assault squad, Blue is for defensive/escort missions, and Green is flexible (though with Covert Ops, I've geared these guys for those by making them more survivable). There just isn't much room for another unit for me. With the fatigue system in place now, it makes it even harder to deviate from my formula.

That being said, the Reaper is insanely handy, the Skirmisher is basically a heavier Ranger, and the Templar is so handy and fun with their Focus Abilities.

The timers were actually a good idea IMO. The best defense in XCOM:EU/W was to just turtle your way through anything. That being said, they balanced it more with the DLC/Expansions and the time limits are more reasonable. IIRC, there is even an option now to play with them all extended or off.

If you're talking about the Avatar Project, WotC lets you lengthen them. You can also do some file editing and set it to whatever you want as well, though the display can get messed up. I think mods also remove it.

As for timed missions, I remember some or all battles in WotC having these devices scattered around the battlefield that you can destroy to give yourself two more turns. Again, there are probably mods to remove these timers altogether, but I personally feel they give some more variety and tension to the missions instead of just overwatch turtling. However, I can fully understand people feeling extremely pressured by their presence.

It actually works fine, but there are some really stupid graphical/lag issues. For example, one of my character's hats disappeared mid-mission. That would be fine, except that she had long red hair that remained, but only below where the hat would be, making her look something akin to a Scottish clown with a minigun. Crashes are no more common than the base game, though.

It is far more common. The console port is unplayable on iron Man as game ending crashes are far to frequent. I have lose two iron Man saves, one on commander, and one on veteran on the first sectopod mission twice. The game lags really bad, and occasionally animations will fail to play out, causing a soft reset. It is a technical mess, and should not be given any money until patched.
