Tbh, that video is pretty useless. It says the store is primarily for people who work at Amazon HQ and those people would be more likely than average to have a smartphone and checking account. There are ways to use such things in a racist way(like if demographic data said that blacks in a particular town had near 0 checking account use while it was common in whites, then someone could put up stores like that in areas of town where both groups are common in order to keep blacks out), but that is true for most things and this store is certainly not used that way.

It's "Log in with Facebook" all over again, but even more pervasive somehow, because it involves the meatspace.

Yeah, that would be a better argument. I think tacking a is racist tag on everything helps get an issue more attention. However, it chips away at the legitimacy of actual racism and belittles it. Now when something or someone is called racist people tend to roll their eyes and dismiss it before even examining the facts.

The problem is when you close DMVs in their areas as well. Obviously the hurdles aren't so great as to be impossible but it's still a dickish and partisan move that absolutely prevents people from voting.

When I am in line at the Walmart Money Store to get my money order to pay the rent there are white, black and hispanic/latino people in line cashing their paychecks, and using the store's services, probably because they don't have a bank account. I think in general poorer people tend to not use banks as they perceive (and it might be true) that more of their money gets lost to fees at a bank.

That said, I also have a reloadable Walmart debit card that I use to pay bills on line and order stuff over the internet, rather than use the card directly linked to my bank. It's a $3 monthly fee and doesn't cost to refill it. You can even get money back if you load X dollar amount on the card per month. And if you use it at Walmart or walmart.com you get 1% and 3% off respectively. So you can actually negate your $3 monthly fee depending on how much you use it.
