No. I think he's going to keep speeding until he wrecks in the middle of an intersection regardless of police presense. Or violently carjacks someone thinking a different vehicle will aid their escape. Or he's not blind and deaf, is aware of the helicopter still monitering him, and decides to hunker down in the nearest structure and take hostages.
