Or is there another program that people use now? I remember when I tried it, wayyyy back when, it involved tweaking system files. :\

There are things like bblean and such which basically replace the desktop environment entirely. But I recall Rainmeter having a decent set of skins/modules which didn't require config tweaking. Might be worth it to try something like Rocketdock too for customization.

It's pretty dumb how awkward and clunky desktop customization is in Windows. Linux makes it piss-easy >->
