I'm writing a paper for grad school and i found a really good article on the topic i'm doing (dodd frank) and I'm not sure if it would be respected. I've managed to find some pretty good article pdfs from universities but I just really liked this article and wanted to use it in my paper.

Scholarly? Nope. Typically that means published by a journal after peer review, not an article or opinion piece even with citations itself.

Def use it as a source for flavour but not as a scholarly citation. Or use the scholarly sources they cite.
