It is not 13 episodes but Magic knight rayearth is a classic. Silver spoon has 22 episodes but is a pretty relaxing anime. Not action though.

A lot of anime is made to sell their source material, the manga or book form. Also, adventures are almost always longer running. Anyways..

Ping Pong the animation is 11 episodes and is an incredibly well done story. If you want a shorter story that's as complete as possible, this is it.

Land of the Lustrous is new, and one of my favorites. Sci-fi Fantasy. Feels, adventurous.

Made in Abyss has a lot of acclaim, and a great sense of adventure.

Samurai Champloo is a classic, good characters, fun adventure. It's most fitting for your desires, except it's 26 episodes.

First arc of Kaiji works fine as a standalone story and is only 9 episodes.

Afro Samurai is good and only 5 episodes, though it puts a lot more emphasis on action than story.

Definitely second Black lagoon. I would also say Darker than Black but that's 25 episodes. Since we're limited to "short" (I'm assuming second seasons are separate) it's actually pretty tough. Off the top of my head I'd say you can consider.

Hai to Gensou no Grimgar
Maybe Overlord if you're into OP protagonist/Game anime
Sengoku Basara if you're into Sengoku stuff at all
And Youjo Senki, which was a pretty unique premise.

I'm pretty sure most of these have seasons under 13 episodes.

Truth be told you're going to have trouble finding something with an actual end in 13 episodes but these all have conclusions to their story

Most of the suggestions in the topic don't actually have a complete ending, but I know these ones do. There might be a couple more, but I haven't watched all anime, so I don't actually know.

And though, none of them quite match what you're asking for, I'll make a few other recommendations:

Eden of the East (Higashi no Eden). But it's actually 11 episodes and then two 90 minute movies.

Kokoro Connect. 17 episodes and not really adventure, but it's certainly exciting.

Katanagatari. Technically meets all of what you're asking for, but the episodes are 45 minutes long instead of the normal 22 minutes long.
