Honestly I've been thinking about this and Saitama hard counters Popeyes. Toon force characters work on what is funny. The whole point of saitama is to effortlessly beat characters that power up. Popeye getting trounced and then eating spinach to beat saitama is generic and bland. Popeye getting one punched, eating spinach, powering up and flexing his increased muscles only to get one punched again is funny. Saitama wins.

No, it is that the characters are strong. Why does comedic durability only count for Saitama?

One Punch Man IS about power levels. It is a well established fact in the series that Saitama is just inexplicably powerful, not just magically killing everyone despite being weaker. Its not that hes not powerful, its that he shouldnt be. Power that can be quantified if only he had a sufficiently durable target. Popeye is all that and then some.

Why does Saitama can kill anyone take priority over Popeye can do anything?

Nope, when their universe is explicitly shown to work ridiculously and childishly it's shit. For example in Doraemon, the MC who is explicitly shown to be so weak he can't even lift bags of groceries gets a telescope that allows him to grab whatever he sees through it. One time he tries to grab a cat but accidentally grabs the tree it was on so he's pulled to the tree. However, later on, while he's viewing the sky he reaches out and somehow grabs the moon into his room and the moon is just the size of his room. That doesn't make this normal 10 year old kid stronger than Bane because he pulled the moon to his room this just means his universe is ridiculous.
If some normal high school girl in a normal high school comedy suddenly beats the shit out of Cthulhu for looking up her skirt in a one off gag, you'd just write that off as that universe's Cthulhu being weak as fuck. Why does that not apply to inanimate objects in toon universes that are explicitly shown to work ridiculously?

People who take toon physics seriously have got to be some of the most detached from reality fanboys that exist.
