In certain cases, if someone is convicted of a crime, instead of going to jail they could be given the choice to go to the wall. By the time they get over, the border patrol will be right there waiting and send them back to the other side. The current wall is too easy to climb over and border patrol is stretched thin. The new wall will make it a lot easy on the guys guarding the border.
