My class starts at 1pm I got there around 12:57 and my professor had already handed out the tests and was near the end of explaining it. I was upset. I felt I wasn't late and that the test should have started at 1pm since that is when our class is supposed to start.

If the professor lets you do the test until the very end of the allotted time, debatable. People who get there on time aren't losing anything versus starting on time, and in fact get a little extra because they don't have to wait for everything to be passed out. Although you could make a case the other way that people who came early get an unfair advantage, especially if the grade curve is a big thing in that class.

If the test also ends five minutes early, definitely unfair.

As long as you can take the test and it doesn't end five minutes early as a result, I wouldn't think it's that big a deal.

It ends at the normal time however my professor did not repeat the explanation or the error in answer choices. I don't know how much extra time those people got. It could have been closer to 10 to 15 minutes. Since there are 300 students in the class and it would have taken a while to hand out every scantron and test.
