I wouldn't say it went away completely, but at least in the media and in public perception in general it was definitely fading. And then, yeah, it got a huge boost on all sides after Clinton.

I think I'd split the blame between 9/11 and Obama. 9/11 gave people reason to see the differences again and Obama fanned the growing flames.

That's already a thing in Puerto Rico and the Dominican republic. There's racism like "You look too white" or "You look too black" or too "x racial feature".

Idealists all too often forget that people are still animals and as animals we have in group preferences. It's no coincidence that in the most diverse areas in America, you have segregated communities like China town, little Italy, etc.

One could argue that it was the chaos of the early 90s that led to the positive changes of the late 90s. Love him or hate him, Clinton helped to heal some of those wounds. And just overall people were less tolerant of racism during that period than any other I can remember. There were still problems, of course, but it felt like things were moving in the right direction, whereas today it feels like we're moving in the wrong direction again.
