Yeah thats what I always thought. He didnt kind of beat Bui, he absolutely decimated him.

To counter that though, Hiei couldn't stay in that form for very long. Younger Toguro I would assume is stronger by a significant margin than Bui. I don't think hiei could absolutely demolish him like he could bui, and if he can't do that, there's no way he wins a drawn out battle. I think he could push toguro but not beat him.

I think I'd give the edge to Hiei honestly, if only by a razor thin margin.

To use stuff from the series, Toguro was a low A class demon. It was super surprising when everyone got to that level fighting after Yuske died. It wouldn't be that surprising if Hiei was actually as powerful as Toguro during the tournament.

Good points, all of them, but I wouldn't say it's "not close." Toguro himself said his fake 100% was more like 85%, that's not a huge gap.

It's a big enough gap that Toguro felt like it would make a noticeable difference whether he was at 85% or 100%
