This, especially with a normal type, Hyper Beam just has the huge amount of power to maybe kill something you otherwise wouldn't, making it great for when you probably won't survive two turns. Although IIRC you can't switch out on a recharge turn And considering Tauros' movepool is absolutely horrible gen 3, its not like he'll be losing out on another move by going Hyper Beam.
