Why couldn't Vision use the Mind Stone to put the Black Order (at least the two he was fighting in Scotland, but also others with whom he interacted throughout the movie) under his control? I mean, Loki's scepter was nothing more than a way to harness the energy, it's not like the scepter was performing the mind control, it was the stone.

Yeah I get he was damaged pretty much every time a fight started, but I imagine all he'd have to do is touch someone, right? His body may have been damaged, but the stone was still functional

The only probable explanation I can think of is that he still doesn't understand it enough to know how (which seems too easy from a writing standpoint, but he has said on several occasions, things like "I wish to understand it"), so I guess they've covered themselves on that front, but he hasn't said "I wish to understand it" since Civil War, so I think he's had time to figure it out....

Or the fact that it was "implanted improperly" (or however they put it when they got to Wakanda and Shuri was like "why didn't you just program them collectively" or w/e).

Any other explanations?

You hit it on the head in there with your explanation.

Vision says in Civil War he doesn't know what the stone is, really. Apart from some vague comments about "Infinity Stone" from Thor, he doesn't know how it works or what it does, apart from the fact that it gives him sentience.

I know my brain works and gives me the power of thought but I don't know the first thing about how it does what it does.

Its possible the scepter was specifically designed to harness the mind stone in that way.

I think its clear just having the stone does not mean one has access to its full power.

Thanos wouldnt need the gauntlet if it was otherwise. Ronan, Red Skull and Loki etc, used them through tools or as energy sources rather than just holding it and being able to become a god like that.
