He implies Plagueis did, but then admits later that he can't manipulate the Force in the same way. Depending on how you want to look at it, Palps would be more like Anakin's creepy uncle. IIRC, Lucas had originally planned for it to be that way but ultimately decided he didn't like the idea and nixed it.
