On Phoebe? Yeah, there are countless examples of how horrible she is. The time she started an argument with Ross over evolution (which is literally part of his job), arguing that he should open his mind, only to mock him when he agrees with her. The way she constantly mocked Chandler and Ross, even when they were being sweet to her. The way she mocked Mike's parents immediately upon meeting them and then got mad when they didn't like her. The way she would constantly do horrible things and then make everyone apologize to her after by crying about it or trying to bring up her sad backstory (which, frankly, was a horrible excuse since they all had horrible childhoods). She's an absolute hypocrite, like when she got the fur coat, or when she was secretly working for a big chain massage company, or when she flipped on Rachel for buying from Pottery Barn (only to demand that Rachel and her use Ross' money to buy more stuff), or countless other examples. She treated David like crap even though he was supposedly the love of her life. She constantly acted selfish (like when she was supposed to guard the ring at the store so that Chandler could go get his card and she lost it because she was forcing the clerk to help her try on everything in the store). She is actively spiteful to Chandler, like when she tries to set up Monica with her 'soulmate' right in front of Chandler. She constantly brags about herself, even though she has no talent at pretty much anything, and throws a tantrum if anyone calls her on it (like when she gives Monica an awful haircut). That's not even getting into her criminal backstory, which is implied several times throughout the show (and explicitly shown when she finds a cop badge and uses it to harass everyone she meets into thinking she's a cop).

She's an absolute sociopath. Like, the rest of the friends all have some shitty qualities, but at least Joey, Chandler and Monica have some redeemable qualities, and Rachel actually gets some character development and has the excuse of being too stupid to realize what sort of chaos she causes, but Phoebe is a monster.

Lol they're all horrible people anyway. I'm more bothered about this particular episode because while I do hate ross, the fact that he was vilified by the gang because he reprimanded phoebe for denying a little girl her cat back just makes me infuriated. The ditzy thing was big back then leading into the manic pixie girl movie phase, but at least someone like dharma in Darma and Greg would never do something as terrible as phoebe did in that episode.

That particularly bothered me even when I first watched the series.
